The current trade back rule is:
If a player is traded during the offseason they may not be traded back until after day 30. If a player is traded during the season before day 60 they may not be traded back until 60 days have passed. If a player is traded during the season after day 60 they may not be traded back until after training camp.
.
I propose to extend this to any other roster move:
If a player leaves a team for any reason (including but not limited to trade, cut, amnesty, buyout), they may not be reacquired by that team for a period depending on the time of the move.
If during the offseason, they may not be reacquired until after day 30. If during the season before day 60, they may not be reacquired until 60 days have passed. If during the season after day 60, they may not be reacquired until after training camp.
Thoughts?

sure, would be hard to keep track of for the min roster filler guys but I don't think those make much of a difference.

Explain why they shouldnt be allowed to be signed by that team during the offseason? this part i agree with, if the cut/traded player hits free agency, it should become fair game.

That makes sense to me, so we could change the last line to:
"If during the season after day 60, they may not be reacquired until after training camp or they become a free agent, whichever comes first."
A possible loophole I see there is whether offering to resign should count as becoming a free agent, my feeling is yes because they do technically become a free agent, however briefly.
