Biggest issue i have found is that even without finances and staff on there is still a salary given to the GM which counts against the cap. It can be edited to 0 but that money still counts against you in season 1.
Guess it wouldnt matter in year 1 since theres no way to even use it

this gives a top four pick every eight years and a top eight pick every four years. that's the easy part, all the other picks i did pretty quick and dirty, i can look into massaging them later if this is what we go with for the real sim league |

so, i've got everything setup on my current pc to get this going again.
however, i have forgotten the admin password for the league file. so we'll have to start it over. not a big deal because i did what, a draft and one sim? so, anyone who is still interested in doing this head on over to the board and let me know.
