With neutral evil and mafia we could lose two or more in a mass murder situation during the night periods. Do we think it's a good idea to let the mafia/evil dictate the game, or no?

The strategy no execution probably benefits the neutral evil more than anyone else. That's okay, if we still think it's more beneficial to the OOTP than the mafia, but that's what I thought we should discuss.

That's okay, if we still think it's more beneficial to the OOTP than the mafia, but that's what I thought we should discuss. How? There's a chance with the set up of the game that there are only 2 neutral benigns and then one Death eater that is an undercover member of the OOTP. In this scenario, the day 1 kill has a 2/14 success rate for the town. Even if it swings the other way and we have 3 death eater, 2 neutral evil, and a Peter Pettigrew, that is a 6/14 success rate for the town. Regardless, we have at least one investigative role (potentially 2 or 3 with Snape or Neville later in the game), at least 1 protective role (Black/Weasley/Pomfrey), a role blocker (Harry), and potentially up to 3 civs that can protect themselves at night (Mad-Eye, Remus, Mundungus). Making no move to preserve the most lives now seems like a clear winner since we have so many abilities.

Also if Peter Pettigrew is one of the randoms then that's potentially 6/14 people that the OOTP could do without. Of course, the jester issue could kill someone useful, but it could also kill a mafia member if they are voting out the jester, too.

Also, the random roles can't be duplicates; so it's not like we have 2 cops out there getting us information on investigations.
Evidence: OotP Harry Potter Hermione Granger Sirius Black OR Madam Pomfrey OR Arthur Weasley 6 random OotP members (can include whichever of the above is not picked)

Based on the setup, there could be a Voldemort, random DE, and Snape plus two neutral benigns and then no Peter Pettigrew. In that scenario, town has a 2/14 success rate. At most the success rate is 6/14 if both neutrals are evil, there is no Snape, and there is a Wormtail. In a vanilla game where the voting info is the most important thing to have to identify your bad guys, I'd 100% agree with you. But now we have a lot of ability to protect ourselves and figure out who the other team is. The more people we keep alive now, the longer we can use those abilities to make informed decisions.
