The idea is to move the resigning deadline to before Day 5 of FA. There would be no more declining of contracts. All of them will be automatically declined and you will be given the opportunity to accept their desired contract at any point between when resignings are posted and when Day 5 of FA is ran, allowing you to sign other players or offer a cheaper deal before you accept the resigning. Obviously that would be very risky with big time players. This has been discussed in shout before and seemed to be well-received.

So their salary isn't actually on your books until you accept the contract or how does that work? Like say Dr. J offers to re-sign and the first year starts at $15 mil, putting me at $45 mil in total cap. Would I be able to offer free agents up to $20 mil on days 1-2/3-4 or only $5 mil?

Well I wouldn't ever use this on a Doc J type, but in that situation you'd have the 20 until you signed someone.

Other teams would be able to offer players who offered to resign with their previous team but the team hasn't accepted the offer yet, correct?

I'm open to any ideas that will create a restricted free agent type thing but this particular rule doesn't really address that. It just allows you to accept resign offers after the first two FA sims assuming that player hasn't been signed.

so essentially if the player isn't signed by another team after sim 1 you can accept the original contract they offered to re-sign on, and the same after sim 2, essentially not committing that cap space to them until you know you can't use it on someone else you'd value more, as long as someone else doesn't sign them?

I haven't seen one instance of that. the famous mike conley/canes off-season he declined conley's resign, and he wasnt able to start his contract 120% of the previous year

so if a guy you have birds on offers to re-sign for less, that means you can't sign them to a one year max for trading purposes for example. that being the case i don't like that.
