-new, but has made some good signings and seems to know what he is doing
-Spl is the cream of the new GM crop in my opinion. He’s made some good draft picks and the contracts he offered in FA this offseason shows he already knows more about valuing players than I do. He’ll probably shoot up these rankings once he gets his feet wet
-The only newbie I feel confident rating already. If we do these in another 4 months I think he's going to be much higher. This guy is going to be great. He already has an incredible handle on this league. Props to druce for bringing him in.
-Great start for a new guy. He asks a ton of questions and I love seeing that level of curiosity.

WASHINGTON BULLETS

-started off rough but has really been coming into his own lately, i think he is on the upswing
-kn hasn’t had much success but he’s put himself in a really good position for the next few seasons at least. I think he’ll make a deep playoff run this season or next.
-this one could be rising quickly, since his current team looks like an upcoming juggernaut, but it took him so long to get anything going in 4.0 that i can't put him any higher than this.
-another young gm who is starting to make some noise in the league
-kn has been tanking since he joined 2.0 and has finally begun to seriously compete. I'll be very interested in watching the next few years in DC.
-I like that he stuck with that tank job and get
-Stole Moses in FA, will need to start building around his front court and make some deep playoff runs now.
ORLANDO MAGIC

-knows how to build a team, has had some fortunate luck as well though
-Almost quit before he luckily got Magic. meh
-MJ was openly discussing quitting when he won the Magic Johnson sweepstakes. Since then, he’s been to two finals, won a championship, and set records for wins in a season. In terms of skill, he has been able to build a strong enough team around Magic that he is a contender for the foreseeable future.
-this rating is probably unfair considering he has a title, but assembling his team was: 1. massive FA luck, 2. desecrating dirt's emotionally destroyed corpse 3. striking gold on one draft pick. i don't think he has done anything especially impressive.
-and to think he almost quit
-Perpetually drunk and great to have around but has some subpar GM skills. At least he and Magic won a title.

BROOKLYN NETS

-new, seems knowledgeable, just not experience yet
-Out of the four new GMs, Hebrew is one of the most promising. He’s been pretty active and has asked some good questions. Still, he just started so he’s got a long way to go before earning a reputation as a good GM.
-he hasn't done anything yet, it would feel wrong to give him a rating.
-Has been very active in shout and shows promise. New life in the state of New York brings new life to the Badlantic.

MIAMI HEAT

-maybe too patient? or too scared and hesitant to take risks, causes him to be middle of the road
-means well but is kind of a bitch. BLOW IT UP!
-Canes has a strong reputation for being difficult to trade with that I expect will deflate his rating some. There's still no denying that he built a killer team that just couldn't stay healthy.
-i think he's actually better than his reputation, he had that one squad that i think still has a legit claim to being the best team in 4.0 to never make the finals. but jesus christ he has no clue how to move forward when things aren't going his way.
-I like Canes but trying to trade with him is a high wire act. He doesn't look for mutually beneficial trades as much as trades in which he tries to fuck you over as much as possible for his gain.
-"Fuck Truck" is the new motto of Heat fans. "Blame Canes" was also in contention but the majority of fans decided it was not his fault.
-Slightly below average, accomplished nothing of importance despite having a 30 ppg player in Reggie King being paid 60% of what he would make on the open market.
-Just a little above average in the league, very hard to deal with.
BOSTON CELTICS

-Vetran gm who still needs to ask for advice? cmon
-Dump was dealt a winning poker hand with the infamous Dump FA and didn’t screw it up, but still wasn’t able to come up with a title. However, it’s hard to give him credit for building that team when software essentially handed it to him. Points docked for his well-publicized trade consultations.
-Despite not winning a title I believe [HASH]dumpfa was highly successful but the success has never been there when he has to build the team.
-Would be ranked higher if his big 3 had managed to win a title.
-most surprising transformation in 4.0
PHILADELPHIA 76ERS

-I think fason is a really good GM who understands creating and executing a plan, he
-New king of tanking
-our very own Sam Hinkie. Fason was headed in a great direction and I think would’ve been a title contender with the roster he had assembled if Jordan resigned. Instead, --he’s had to tear it down and is now revolutionizing the tanking philosophy in sim league. We’ll see if it pays off down the road.
-what a find fason has been. already a very solid GM. i like this guy, and i like his commitment to complete scorched earth tanking.
-Fason has had a couple of really good teams so far but those has been short lived. Now he begins the most dedicated tank job I've ever seen.
-TBD dfinally had a little something going only to be fucked by software, lets see how he handles itepends on how his epic tank campaign ends up
MILWAUKEE BUCKS

-good at making moves, doesn't pussy foot around, willing to pony up to get a player, had some bad playoff luck
-Good gm. Him and Bruns rule the Central
-a few seasons ago Trofie had a lot of interesting pieces but nothing really worthy of the GM reputation he has. But then all of the sudden the dominos started falling, and --Trofie built a crazy good team. He’s one of those GMs who are always thinking 2-3 moves ahead.
-soup east. his current team looks like a 70 win team to me. he's just somehow always good, and always has more trade assets. where does he get all these trade assets?
-just a hair below nine, can build contenders with the best of them
-He would have substantially more titles throughout his career if he had ever been able to keep a team together for more than a week.
-Hyper Aggressive in making moves and has more turnovers than a bakery. Can be a bit rough around the edges but very easy to trade with.
-The better version of dirt in 4.0, hates roster longevity/stagnation but trades have been made with more purpose and has assembled several top notch teams
CHICAGO BULLS

-Good GM who knows what he is doing, just needs more success to raise the rating
-Until this season, Bruns had the best regular season record in 4.0, and had some really strong teams for a while. He doesn't have much in the trophy case to show for it but I think he built some teams that definitely could've won.
-a very solid yet unspectacular gm. i like him a lot.
-When will the tank end?
-Slightly better than solid 4.0 tenure, future grade will depend on how he builds around what appears to be a mega-star in Oscar.
-Could very easily have had a championship, rebuild has been average.
-Could have won a ring but fell short and now finally done with his 2nd tank
CLEVELAND CAVALIARS

-has a title, has built a couple of different teams, makes some head scratching moves though
-I was really tempted to give H/T a 9 for his 4.0 GMing, but he made a pretty big mistake going over the HC last season and breaking up a title team. I still think the Cavs will make noise, and H/T responded very well after his original finals team broke up in FA. It’s a toss-up between him and MJ for most successful Eastern Conference GM.
-he's been catching a lot of shit for basically everything he's done since he got his title, but heel is also the only GM in the league to take two separate cores to the finals. -That's really good GMing, regardless of what anyone think about the Hakeem and Dr. J trades.
-Won a title several years after losing nearly his entire group in FA, credit given where it is due. At the end of 2.0 I would have given him a 1 but now I think a 6 is appropriate

TORONTO RAPTORS

-I think pete has really caught on and is a great gm
-I give myself a 5. I think I’ve done a good job in building this current team but am still prone to some newbie mistakes. I also sold a lot in order to compete, and might have been better served to be patient with the young pieces I already had.
-the best 4.0 addition, as far as everything other than GM skills goes. I don't think he's really lacking as a GM, he just needs a bit more polish (that Stockton deal, cmon man), but he is great at everything else. shout, wire, articles, he's top tier at all of them.
-In the grand scheme of things pete is still a rookie and has a lot to prove. The promise and desire are both there.
-Grace period since the Moncrief rape is over, pete has made several big all in moves trading for some creation vets, will need to start showing some results now
-young gm on the rise
CHARLOTTE HORNETS

-reminds me of yawn
-The winner of this offseason still has a lot of work to do to climb these rankings. His hornets really haven’t done much in 4.0 and he’s made some huge blunders that ruined a promising core. Hopefully he’s learned from that, as he is poised to break out in a season or two.
-Paultz contract. The massive Maurice Lucas overpay trade. Indefinite tanking, which was ended only by a dump/scat level FA haul. Very mediocre.
-maybe his luck is finally turning around with cousins/wall
-rv has had some great players throughout the years but never any great teams. Maybe the former UK duo is what finally puts him over the top.
-Had a scat like FA and appears to be mismanaging his new players, yet to make any trades to capitalize the FA momentum, the Paultz contract stink still lingers.

-RW built a pretty good team when he first joined 4.0 by mortgaging the future, and catches a lot of shit that is probably undeserved. However, his recent performance has been Devine-level bad.
-just a garbage GM. there isn't any one thing in this league that he is above mediocre at. Couple that with him being more sensitive about criticism than anyone else in the league, and his constant need to announce his own GMing brilliance, and he is my least favorite person in this league by an enormous margin
