24 hours to get over or you get a hc penalty of 5 million. Every 12 hours after that I'll add another 5 million. Each penalty after the first will add one year to the length of this punishment with the cap hit decreasing by 5 million with each year that passes.
Example: 48 hours pass before it is fixed. Current year your hard cap is 65 mil, next is 70, 3rd is 75.
