Here are the tier 5 growth maxes by attribute and position:
I think this setup is really dumb.
1. You would always want to move PF to C because you lose nothing and gain +1 rebounds maxes and +2 shot blocking and post defense. The difference in attribute caps are a whopping 5 in each of Handling and Passing. Even if your hypothetical was exactly at 80 in each, by Win Shares you would more than make up for that loss in a single average tier 5 training camp.
2. You would pretty much always want to move SG to PG because you lose 1 three point shot and gain +5(!!!) passing AND handling. The attribute caps are a much bigger deal here with a difference of 25 post defense and 10 in each rebounding. Again though, even if you were right at all those caps you'd make up for that loss in two average tier 5 training camps. This is especially critical for Harden type players who just barely got to B+ handling, moving to PG makes it much more likely they'll maintain or exceed that grade.
The gamble would be that your player wasn't at the caps in the attributes that would obtain the higher growth, but in both cases that's pretty obvious to tell beforehand: if your PF isn't averaging 3.5+ blocks a game, he's not at 100 shot blocking. If your SG has A handles, he's probably pretty close to 100 passing.

The last interesting thing to me is that PF and C have higher Inside Scoring growth ceilings. Since Strength and Jumping never grow for anyone, it makes a SF->PF(->C) swap tempting (especially with the shot block increase) but the Handling drop and cap plus that enormous Three Point drop make it very situational.
